Agency capture is when special interests gain control over a government body that is suppose regulate the special interest. They can gain power over the agency in various ways. Generally, they gain influencing over the staffing or by lobbying the stakeholders that influence the agency. For our purposes it is allowing abusive and neglectful women the ability to staff agencies that influence policy or care for children.
