Exploitive organization thrive by using well intention but naive people (Useful Idiot). A simple example is charity fraud. The regime is following the Iron Law of Oligarchy and sets up perverse incentives and moral hazards that benefit itself while pretending to be in service of the deceived useful idiot. As such, often the victim of the Principal-Agent Problem is a useful idiot.
